The command signal is the same between a '89 and a '96 - the green wire should be 12 volts to trigger the antenna.
Is fuse 19 OK? That provides power to the radio (and the antenna). I'd stick a meter on the green wire where you spliced it - it should be 12 volts when the radio is on, 0 volts when the radio is off. If that's OK, make sure you've got 12 volts on the red wire at the antenna.
Also - do you know that the '89 head unit you've used has a good antenna driver? It's possible the switch (transistor) inside the older HU was blown.
You can always stick 12 volts on the green lead and extend the antenna, pull back the carpet and unplug the connector (not the coax) from the antenna assembly. That will just leave the antenna up all the time. I tend to do that in the winter, because the antennas freeze down in my neck of the woods. Or, you could hook the green wire up to a spare dash switch, and do it manually. Lastly, connect the green wire to any 12 volt lead that is switched on when the ignition is on - then the antenna will go up when the key is ON, and will go down when the car is shut off.
