If the computer is sensing a TCS fault at startup, the safety valve is deactivated (0 volts to it), which puts the Throttle Body into mechanical (limp home) mode. You will never see 12V if a TCS fault is detected at startup. Car most probably won't start under these conditions. The safety valve is driven by the ETS Computer, which I believe is under the right front seat.
