It could be you can tap it in a spiral counterclockwise and get it started spinning out with no drilling or tools. Use a nail set, maybe sharpening its tip, or a hardened masonry nail, and imagine that the broken off end of the bolt is a tiny telephone dial, a counterclockwise one. Find a point to start, maybe you'll have to strike vertically with the sharp tip and a hammer to get a little pocket, at outer edge of bolt. Then angle the punch over and tap to left and see if you get any motion going.
I've had bolts come out before, very easy, out a few turns and then spin with fingers. A long pick could work as a tool to do this too.
You want to be near the outer edge of the bolt. But what you DON'T want is to jam any of the bolt over against the block 'cause that would kind of lock it in.

These aren't bolts that are baked and rusted. In fact some have been soaking in oil for years.
