Check the latch operation per Noel's recommendation. You should be able to push a screwdriver into the latch (like the pin on the seat bottom would) to engage it, and have it release by pulling the cable.
Normally the problem is that the pin can't engage the latch well enough. This can be due to a lot of things. If something is blocking the full rearward motion of the seat - such as the third seatbelt crammed in - it'll never engage.
You'll also notice that the pin on the floor that the latch engages is adjustable. There is a nut holding it in place. Use a big Torx to hold the pin steady, and loosen the nut slightly. Push the pin forward slightly and re-tighten.
