Blowing the fan out with some compressed air (not too much pressure) is a good start. It'll blow out any dust and hair trapped in the fan assembly.
I've found that helps, but doesn't always fix the problem. The fan has a shaft that fits into plastic cups filled with a little grease. Over time, the spinning shaft cuts a little groove in the cup, which causes the fan to become slightly askew. The fan is just a brushless DC motor. What happens is the disk of the motor starts to hit the coils, making the sound.
I've found that flipping the unit 180 degrees - make the top the bottom - can help. It puts the shaft on the side of the cup that hasn't seen much wear.
The fan assembly doesn not fit out the front of the dash - it's bigger than the hole. I pop out the ACC unit. Pop off the 'bulls-eye' of the fan/temperature sensor assembly. You'll see two plastic tangs - compress them slightly, and the assembly can move backwards into the dash. While reaching through the ACC hole, rotate the temperature assembly 180 degrees and put it back in. The cable can take that, no problem.
This won't fix a dirty fan, and if the cup 'bearings' are worn enough, won't stop the noise. But it is worth a try.
