Chains do not need much oil, a mist is fine. Too much oil just gets thrown off. The chain recieves oil from the cam sprocket bearings, not only the general drain back, but also from the cam bearings at the sprockets where the oil is thrown out the concave side of the sprocket into the chain. Also there is leakage into the chain housing from the cam and balance shaft tensioners, and balance shaft bearings.
A lot of thought and testing go into determining the oil level and distribution. If there was an issue of the chain not recieving enough oil, the designers would have squirters or scuppers to direct more oil to the chain. I've stopped being anal about filling "to the mark". The 9k's use so little oil between 3k changes that 4 quart fills stay well within the normal range until the next change.
