What year car is it? Is it ACCI or ACCII? If it has an OFF button, it is ACCII. That will help in determining how to read the codes.
Start with the basics. Open the hood and remove the horizontal panel at the base of the windshield. Look at the heater core/blower in the center of the car. To the left of that box (looking towards the back of the car), look for the shaft coming out of the box with an arm and a wire on it. Quasi has a nice picture:

Is the wire on the arm? Is it broken off? If you grab the arm/wire, can you move it? It shouldn't move - don't wail on it, but it should be firm.
Next, set the heat at LO. See where the arm is. I think it should be forward. Next, set the heat to HI - does the arm move? The cable should pull it towards the dash.
If the arm has busted off the shaft, that's the issue. There is a splint kit that Saab sells that can fix that.
If the arm isn't moving because the cable isn't moving, it could be the servo that drives it. The servo is inside the dash. The fact that you get a "1" implies there is a fault, and it could be the servo.
So - what type of ACC do you have?
If you set it to LO and HI, do you get the arm to move? Does the heat change?
