Not really.
A plugged system creates the condition you describe, high pressure side too high, low too low. Spraying water on the condenser doesn't really prove anything other than there is freon in the system, as per Boyles law.
There's no way you can get enough air through the condenser to cause a pressure drop as fast as cold water will drop it. Condensers rarely fail that way.
