I followed Ari's suggestions on this.
Start by pulling all the bulbs. There are two in back and two in front on each side. The front ones are in the corner lights and the little bulbs in the high beam units. These are all on the same circuit. I skipped those little ones as I have trouble getting the RH one out.
Look the sockets over for corrosion and also look to see if the glass of the bulbs is separating from the metal part. I had one that worked fine but they were separated. Another was separated and was NG. Make sure everything is clean and start putting the bulbs back one by one and see if the fuse blows. If it does you have another problem--likely a ground-- that needs tracing. But let's hope not.
On my '96 I pulled all the bulbs put in new ones and all was fine. It seems that you can get a short in the circuit from a bad bulb and it's not immediately obvious what's going on.
