I traced the problem to a faulty headlight switch. The schematic shows one circuit. with the "park" lights and the instrument panel reostat together. The pictogram showing the lights are on in the instrument panel is also on this circuit. The "park" lights are in the front and the rear of the car. That confused me at first, because I looked for "tail" lights on the schematic. Technically, my car has no "tail" lights, just "park" lights.
By the way, years ago I had to replace the headlight switch on my 1993 9000, so it must be prone to failure.
I'm still confused about the utility of "park" lights. To me, lights are either on or off. I don't even know how or when to use "park" lights. I do know I will get stopped, ticketed, and even possibly searched if I don't have "tail" lights.
