OK, another idea of something to test: the wires, and especially the connector. Pull off the connector to the ECU, using your ohmmeter, ensure that the wires between pins 1 and 3 and the ECU connector (don't have the pin numbers here) have continuity - close to zero Ohms. It's possible that one of the connector terminals in the large ECU connector got pushed back into the connector and is not making proper contact, or that the connector had a marginal crimp when it was being manufactured (see SRS failures for example). Or perhaps these two wires run through another connector that I am not aware of.
Of course there are other parts on the ECU board besides the transistors. Where are you located?
