I have had the same problem in two 9000's, both on the driver's side. The frist time, the police hasseled me for 20 minutes and gave me a $10 ticket.
The outer most bulb and socket, brake light, gets knocked lose when the circuit board is removed or replaced to change a bulb or for whatever reason. The tight hole that the bulb must fit through makes this likely.
If you have this problem, 1) ensure all 3 wires are making good contact with their respective part of the socket and check continuity. 2) then carefully glue the socket down tight into place on the black plastic guides. Ensure that glue does not spill over to obstruct replacing the bulb. I use a small "C" clamp to hold the socket down in place till set.
Hope this helps your brake lights work properly and you avoid those fix it tickets.
