Except I didn't even pull the fender liner, just the trays underneath, then I reached up and shmeared the goop on. Good luck getting all of the screws out after many salty winters...I ended up needing to cut a few off (I live in MA, car was originally from CT). Soak with some PB Blaster first.
I used Loctite marine silicone and it has been holding fine for over a year. I'd recommend throwing in new check valves while you're down there, it's a PITA to get in there if one decides to let go.
