If the ABS isn't working, the TCS light will be on too, as the TCS uses the ABS. So worry about fixing the ABS, and I'll bet the TCS cleans up its act.
What year car? - That will tell me what ABS version you have. Or put it this way, do you have hydraulic or vacuum assist? Do you still have brake boost? - Namely, do you still have power brakes, or is the pedal stiff and braking distances long?
When the car is started, does the ABS light go out after a few seconds, but come back on once the car is moving? Or does the ABS light come on at start and stay on?
It might be as simple as a bad ABS sensor, or even simpler being a poor connection for an ABS sensor up by the ABS controller. That would trigger and ABS fault, and the ABS fault triggers a TCS fault.
