That thingy is a pressure- actuated one-way valve. What it does is keep fluid in the length of hose from the pump up to the squirter. The one-way action keeps it from flowing back, and the need for pressure keeps it from evaporating and pulling it out of the hose that why.
OK, why? With it, the hose is full of fluid, and it squirts almost immediately upon hitting the button. Without it, it takes a few seconds to fill the hose with fluid and the squirting to begin. If it's raining or the windshield is otherwise wet, no problem. But if you've got a dry, dusty windshield and you want to squirt it to clean it off, during those seconds the fluid takes to get to the windshield, the wipers are rubbing dry, scratching the windshield.
Is it critical to the operation of the car? No. But it's pretty much a standard piece of equipment on any car built in the last 20 years or so. Nobody like messing up their windshield because they went to clean off the dust and scratched the heck out of it.
They're cheap if bought mail-order - I usually pick up a few extras any time I'm ordering something else at eEuroparts. And they can be fixed - many folks replace the blown diaphram with a piece of rubber glove. Doesn't last forever, but it's a cheap fix.
