If the turbo isn't working, the car will feel very, very slow. Much worse that a non-turbo car.

Let's start with the basics-
What is the oil level? Higher or lower than normal? Any discoloration?
What is the coolant level (when cold)? Any oil scum in the coolant tank?
Pull the fat hose off the turbo intake, reach in, and try to spin the impeller with your finger. It should spin easily and with no noise. If it scrapes or doesn't turn, it's a bad turbo.

Pull the spark plugs- all of them, one at a time. How do they look? Any look different from the others? They should be a light grey. Do they look black, or stark white, wet with fuel, or greenish and lumpy? How's the gap?

Check all the fat air hoses - make sure none have fallen off or are loose.

Where does the noise come from? Valve cover? Low down on the block? Belt side of the engine? Intake side of the engine (Driver's side, US cars).

A bad oil pump should show up with an oil light with a warm engine at idle. Turn the key to ON but don't start the car - make sure the oil light comes on then, to know the light and sender are working. The light comes on at a very low oil pressure (~7 psi), so the light off doesn't mean you don't have low oil. The oil pump is driven directly from the crankshaft - no belts. Oil pumps don't usually quit on a 9000; however, a bad spring in the oil pressure relief valve can cause low oil pressure. The same with sludging.

Thoughts are, in no particular order -
A stuck turbo - rebuild in order
A massive air leak from a hose - the intake can be pretty noisy, explaining your noise.
Timing chain slipped a tooth on a cam gear
Fuel clog causing very lean running (plugs will tell)

Does the car have TCS? Does the TCS light work (turn the key to ON). Is the TCS light on? Manual or automatic?
