The most common failure of a seat heater is the element in the seat breaks. And when it does, it's pretty sudden. Without a meter, you really can't check it. A cheap digital volt-ohm meter is a wonderful troubleshooting tool. If you get one, run the seat all the way forward, and open the back driver's door. Under the seat there are two big connectors - you want the one nearest the door. You'll be staring at the back of a black rectangular connector with black, yellow, and blue wires. With the car OFF and the meter set to OHMS, touch the meter leads together - it should go to some low resistance - 0, 1 or 2 ohms. Notice the fat black wire on the upper right, and the fat yellow wire on the bottom row, second in from the right. Pop the connector off - the part that comes off is the seat side. Stick the meter leads into the fat black and fat yellow pins. If the seat heater element is OK, it'll read 3 or 4 ohms. If it's bad, it'll read an open circuit.
Frankly, having swapped the controllers and checked the fuse, checking the element resistance is just a formality. The element is easy to repair if you've got a soldering iron. The element can fail anywhere, but I've never seen it fail anywhere but on the outer edge of the seat bottom - it gets the most abuse getting in and out of the car. You can peel back the seat cover, and the break will usually be quite obvious - a small burn mark in the foam.
