I assume that the passenger side low beam and high beam both don't work. I also assume that the driver's side high and low beams work just fine. If that's not correct, please let me know.
There are four fuses in the relay panel located in the engine compartment - one for each left and right, high and low. I assume you've checked the fuses for the right hand filaments.
I'm also going to assume (boy, I'm assuming a lot!) this is a left-hand drive car, so the passenger side is the right side, facing forward.
Did this happen all of a sudden? Or did you lose one (e.g. passenger high beam) then the other at a different time?
When the driver's side headlights are on, is it possible that the passenger bulbs are on, but very, very dimly? The only thing that can affect both the high and low on the same side is the ground connection. If that were lost, there would still be a sneak path, but it would go through three sets of filaments, so the bulbs would glow very dimly - best checked at night; you won't see it during the day.
The ground for the right hand headlight starts at the black wire on the headlight bulb connector, through a crimped connection about 1 foot from the headlight, to a ground point right behind the headlight.
If you've got an ohm/volt meter, measure the resistance of the ground wire (black on the headlight connector) to a known good chassis. It should be about the same resistance as if you touched the meter leads together.
