I agree with fred, the readings are a bit high and low. I'd expect 160-180 (much closer to 160 with a turbo engine). It is possible that they planed the head too much and put in a thin head gasket. Or, your compression tester is inaccurate. I'd borrow or buy another one, just to check. However, the big difference between #3 and everybody else is likely a broken ring. That's not doing the cylinder any favors. And it isn't going to heal with time.
I believe it may be theoretically possible to drop the oil pan with the engine in place. If you pulled the head, you could pull the piston and hone the cylinder. Frankly, for that amount of time and effort, putting in a used engine would probably cost about the same. It depends if you are doing the labor, or paying someone else.
The long term options aren't good for this engine, not with that compression difference. If the body, tranny, and suspension are good, keep and eye out for a decent used engine.
