An unpowered transistor may very well look like an open circuit - it all depends on the circuit and the meter you are using.
Here's a simple question - with the car idling, listen carefully to the BPC. Do you hear it buzzing? It should. if it is buzzing, then the ECU is pulsing the BPC as it should. That doesn't mean that the BPC is working properly - just part of the process.
4 ohms is close enough to the 3 ohm spec - again, most non-professional volt-ohm meters aren't very accurate down that low. The coils are probably fine. Of course, the coils are supposed to move a mechanical valve - you can have the buzzing of the ECU driving the coils, good coils, and a stuck mechanical bit. Hence the very good "clean it" recommendation above.
