Is the odometer problem limited to just that? If the speedometer isn't working, the problem might be a plastic gear inside the transmission or the drive gear for the speed sensor - if it's the one in the trans the solution is a rebuild, which is more than the asking price of the car - ouch!
If it is only the odometer, does the current owner have any documentation that can show the approximate mileage on the car? Evidence like maintenance receipts showing a progression of mileages over several years would convince me. My old C900 had the odometer die twice, I removed the cluster and had it repaired - I thought that SAAB got past this problem with the move to a more electronic unit instead of the purely mechanical one.
Tires are normal wear and tear (and you have the opportunity to choose the tires that you want), upper motor mounts can be done somewhat inexpensively by buying the horizontal arm with the mount already inserted and either replacing the forward mount with polyurethane or repairing it with RTV Silicone in the slots.
