I can think of a few improbable things ranging from ABS to something hitting as the weight shifts under braking, to any number of possible bad grounds.
I've noticed that the newer cars (like your '97) are quite sensitive to connector contacts. I recommend that you pull the radio and CD player, pull off the connectors, and spray everything with contact cleaner. Wear glasses, and cover with paper towels, as it tends to splash. Turn the connectors upside down to make sure none has pooled, and give it a good 15 minutes to evaporate before you put it back together. I've found that many bizzare radio issues are resolved by cleaning the contacts.
The PO of my latest car told me that he had all sorts of radio noise, driving him and the shop crazy. I pulled the radio, and found the harnesses wrapped in tinfoil. Pretty, but a waste of time and tinfoil. I simply cleaned the connectors and all was well.
If that doesn't fix it, the next step would be to check grounds at the antenna and radio.
If the car is just sitting, not moving, and you press the brake pedal, does the radio go nuts? Do you have any bulbs out? If so, fix them. If you don't, and this sounds crazy, start pulling light brake bulbs one at a time, starting with the cluster nearest the antenna. AM is very susceptible to electrical noise, and you might have a bad brake light bulb, or a bad connection. Yes, the bulb will light up, but as the poor connection heats up, it starts to arc a little. That would explain the one second delay.
Start with cleaning the contacts at the radio (have the radio code handy!), then, if the car doesn't have to be moving to get the noise, just try pulling brake light bulbs. If you pull one and the radio noise cleans up, get a new bulb, and clean up the contacts at the bulb.
