I recently had half of your problem: it got very cold (below zero F) and my car wouldn't idle below about 1700 rpm. I removed the hose between the throttle body and the AIC valve, squirted in a bit of brake cleaner, put it back together and the problem was solved. Some have said that brake cleaner is too harsh, might melt some plastic pieces in the AIC, but that's what I had available and it seems to be fine.
Tip: remember to reinsert the plug for the Throttle Position Sensor if you remove it to access the hose to the AIC (it will be difficult to remove this hose if it hasn't been pulled for a while). Hey, it was below zero and my brain wasn't working so well!
