Around here, there's a crushing yard that sells parts for any make older car really cheap, you pull them. Also one that keeps cars a while and has several older 9000s and also cheap. For two front fenders, unrusted, and carrying along a battery sawzall and cutting out a chunk of each rear wheel well, probably at most I'd expect to pay $75.
Front fenders are so insubstantial they're far easier to change entire than to rust-patch. If you DO patch, do it with fiberglass cloth.
The bigger question is, if car is so rusted it has holes or bad rust at all four wheels, it must be seriously rusted in other places - - at bottom corners of trunk behind rear wheels in behind that plastic skirt; bottoms of doors unsightly; rusted jack points maybe; rusted-out rear shock towers maybe. Is it sound enough to be worth trying to repair the rust you're seeing, given what maybe you can't see?
I just spotted a '97 that looks good with one minor mechanical fault for less than $500. Too many cars in hand already, and not enough spare money, or I'd bite. You might want to search for a less rusty car.
