Yeah as Noel said.
But any time you get something moving that is likely corroded, it makes sense to spray MORE penetrant on it once it's moving, then screw it BACK into its hole, then out a bit more, then more oil, then back in all the way, then out more still and still more oil, then back in, till it feels thoroughly loose and normal.
What Noel described, the tragedy of getting it moving and then having it seize and jam up so much it breaks, can often be avoided by the full drill I just described, though his idea of lubing the bottom projecting end of the bolt before starting is a great idea and might be enough to save the bolt.
Once it's out run threads on a wire wheel on a grinder to clean grooves thoroughly, and lube it up and run in and out of threads, to clean them too and help prevent future trouble. And never-seize on threads too on reassembly.
