You can move the seat manually. If you have the owner's manual, check the Power Seat section - it's got a nice picture. If you don't have the manual, it requires a tool from the tool kit - it's a little crank about 8 inches long, the end of which is flexible. From the back seat, you insert the flexible end into the rearmost motor (the motor faces the driver's door) and turn the crank. The seat will move - very slowly, but move.
All you need to do is move the seat enough to get access to the big Torx bolts holding the seat rails to the floor. Undo them (4 total), and you can lever the seat up and get easy access.
A few questions-
Did the problem occur suddenly, or did you lose functionality over time?
Has the seat ever worked for you (is this car new to you?)
The 'bad' news with the memory seat is that a lot of the functionality is buried in the control box. The non-memory seats just consist of switches driving motors; there isn't much to go wrong, or if it does, it is straightforward troubleshooting. The memory seat is different - all the motors and switches dive into the controller box - it is a solid-state box, and any number of things could have gone wrong inside.
Your best bet is to unbolt the seat rails and check the wiring. Make sure the connector on the seat controller is seated well. Check the ground to chassis (fat black wire). If the grounds are clean and the connector properly seated, the only thing I can suggest is to try to swap out the controller box with one from another car. Note part numbers - the seat wiring changed in mid '96 (just your luck) - I'm not sure if the boxes are different.
If you're electronically savvy, you could open up the box and look for problem spots (large burn marks are a dead giveaway). If there are any relays, you might re-flow the solder on them. However, it could be a simple as a bad diode in the box, but good luck finding that.
