As you didn't say where this board came from, there are a few possibilites.
1. There are sellers on Ebay who will (for a fee) program an ECU with the software developed as part of the T5 Suite project - a collective, not-for-profit joint development project. To flash the new software, an ECU board modified must have an 8-pin JTAG header soldered on to the eight solder pads towards the center rear of the top. You will be able to see these only if you open the aluminum box and pull out the circuit board. Your OEM circuit board will probably not have this header on it.
2. Professional tuners may have some other way of accessing the pins needed on the circuit board, i.e. through the main connector, and therefore might be able to reprogram the memory without the JTAG header, but I have doubts about that.
In any case, you must have a BPC valve and related plumbing to get more power out of your CS Low Pressure Turbo car (assuming that's what you have).
