Help!! Hesitation, stalling and confusion

For 3 weeks I have been trying to figure out why my 1992 9000 2.3 turbo stalls on deceleration and hesitates from 10in of vacuum to 0 psi on my boost gauge when the vacuum line is hooked to my hooter valve. For background let me cover my mods and what i have done so far.
The car has been modified with the Swedish dynamics di/apc and fuel chips. TD04, 3in JT exhaust from the turbo back and a cone K&N in the fender well.
So far I have cleaned the AIC and swapped the hooter valve for a Forge diverter valve. Replaced the plugs, with NGK and gapped properly, and the DIC. I also removed the AMM and cleaned it as well as the throttle body. I have also checked the ELCD in the wheel wellas well as all the vacuum lines in the engine bay and to my boost gauge. If I disconnect vacuum from the diverter all is well, no stumble or hesitation and the boost dumps on lift by pushing the valve open on its own.
Does anyone have any ideas as to what could cause this? By the way all performance mods were don last July.
