I hate to say it, but it sounds like the original BCV might have shorted out and blown the drive transistors in your ECU. I think there are tests you can do to test the resistance of various ECU pins that should give you an idea (try searching on "transistor"). Otherwise the best test is to swap in a known good ECU if you have access to one.
This happened to me - I ended up buying a used ECU, which solved the problem.
