Hi Dan,
Your mystery is tied to analog to digital sampling of the battery voltage by the EDU. It is totally consistent with the questions many of us have had regarding that first 'bogus' voltage reading when we start our cars, usually 8 volt measurements on a fully charged, 12.6 volt lead-acid battery. We relax when we see voltage readings in the 13.8 to 14.4 range, telling us that the regulator is working. I believe that these sampling errors are tied to failing electrolytic capacitors on the EDU board; these capacitors are unreliable beyond ten years, and yours are just further gone. I am sure that by design, a capacitor saves charge from the prior ignition ON cycle to facilitate that first A/D conversion sample.

If someone will tell me where the EDU computer is located behind the dash, I am willing to investigate and identify the part(s) necessary to replace, and perform a repair on my EDU to verify the analysis. I'll share the info with the board as soon as I can find the offending capacitors/parts.
