Of course it could be two different causes, but if both problems started simultaneously, it's a good idea :) . One commonality in these two light circuits might be the ground connection attached to the body - I don't have a schematic handy, so I'm not sure if the foglight circuit usues the same ground point as the headlight.
I recently had a poorly working right headlight cluster that was due to an oxidized (and not rusty, just a bit white!) ground connector in the connector for the headlight assembly - the plug with the red pry-up slider thing. Cleaned it off and it's been fine since.
