When the A/C compressor is on, the right-side fan comes on. When the pressure on the high side reaches a certain point the cooling fan on the left side comes on. Turning off the ACC turns off the A/C Compressor, and could cause both fans to go off. The A/C fan will go off for sure, and the cooling fan might go off if the radiator was cool enough.
If the cooling fan is turning on and off for a moment while the A/C is on, then the high pressure side of the A/C circuit is close to the closing pressure of the switch. Turning on the fan cools the charge just enough to lower the pressure to turn off the switch. The pressure then goes up slightly as the condenser heats up, which turns on the switch.
