You can do the whole thing from the top. Take the center bolt out of the coolant tank, and you can push it to the side enough to get to the belt and the bolt on the tensioner gear. Use a 17mm box for the adjustment and a 14mm socket to loosen the tension gear.
If you decide to take off the tire and the fender liner, check the other belt (water pump, power steering and alternator), look for oil leaks from the crankshaft seal, and check hydraulic motor mounts for leaks.
