Disconnect the cable from the negative battery terminal, and with a digital multimeter, measure the voltage across the battery terminals. A new lead-acid battery should measure 12.6 volts, if you see 10.8 volts or less, return the battery to where you purchased it as the electrolyte in the battery was not prepared correctly. 10.8 volt readings can possibly indicate one defective cell (chemical deposit within plates creating a short-circuit). Your charger is also suspect....verify that when it is attached to the battery it produces at least 13.5 volts DC; if it has an internal failure( blown diode), you can measure 1.5 volts or more of AC potential with the digital meter. The AC currents will not charge the battery, but slowly degrade the battery electrolyte.
If you discover a problem with the charger, take the battery to a service station and ask them to try to charge the battery with their equipment; it may be possible to chemically reverse the damage on a relatively young battery.
