corner/fog lights come on when I step on the brake

'94 9000 Aero
When I step on the brake (car on or off), the fog lights, corner lights (the 'little pumpkins') and the dash lights illuminate in addition to the brake lights. It's as if, at the same moment I stepped on the brake pedal, I had turned the headlight switch to the center (vertical, 12 o'clock) position.
If I am actually driving around with the headlights on and I step on the brake, the pictogram sometimes lights up, sometimes doesn't; depending on whatever other electrical accessories (wipers, A/C, flashers) are on at that moment.
I'm assuming there is some common relay or junction block that must be shorted somewhere to make this happen. I've looked at all the wiring diagrams, and I can only see 2 places where the fog lights cross paths with the brake lights : 1. in the little black box that monitors the filaments (mounted in the driver's side trunk wall) and the trailer light socket (also in the trunk).
I swapped the filament monitor for another one I got from the junk yard, and I cleaned the trailer plug with electrical component cleaner (not that it was all that dirty). No change in behavior. That means the problem must exist somewhere else, but where?
Any ideas?
