Unfortunately I don't have a schematic for the newer model 9000 like yours, but on my 1991 9000T, the A/C fan in front of the condenser comes on with the compressor and goes off with the compressor. The main cooling fan (behind the radiator) comes on when the high side pressure exceeds a certain value (250 PSI?). The main cooling fan comes on also when the coolant gets hot of course, but I guess the A/C system asks for extra cooling regardless of the cooling system state.

If the 1997 works similarly, that would point to a defective A/C relay, which is not like the standard ones you can buy for $10. You can still find it and clean it. On my car, the relay is behind the dash fuse box, not under the hood, like yours.
