how to repair rust spot ?

I've got a small but obvious rust spot about 1/8th" in diameter next to the hood medallion that is getting deeper and deeper. I have bought the touch up paint and now am trying to decide on the fix method. How does this sound......
1. tape off spot into a 1/4" square
2. sand rust away somehow
3. clean with alcohol
4. smear a small amount of body glazing compound
5. resand and paint
Suggestions?
