Not clear what you mean by boosting to "atmospheric pressure". A standard 5-speed CSE wouldn't boost as high at 1 bar (= 1 x atmospheric pressure) - that is Aero territory. Base boost is typically about 0.5 bar/7 psi and that would probably have the boost gauge showing half-yellow. Where's the needle on your gauge coming to?
Also not clear whether you tested the turbo bypass valve (which is mounted just after the air cleaner and dumps excess boost pressure back into the system) or the boost pressure control valve (BPC) which in my car sits on the back of the radiator (driver's side) and allows boost go go over the basic level under ECU control. Stop me if you know all this! For the bypass valve, you can take off the thin hose, put on a short bit of clean hose and suck - no resistance to sucking = bad valve. For the BPC, start by taking off the electrical connection and reading the resistance between pins 1-2 and 2-3. You're looking for about 3 ohms in both cases.
Anyway, after all that, first thing is probably to check that your wastegate rod is still connected. Crawl under and have a look. The clip holding it on might have come adrift over the bump. You can reattach it with just about anything - in an emergency I used a split ring off my keyring and that lasted five years.
