My first rule of used car buying is assume the seller is evil or incompetent. I never assume a car is what a car is unless I've actually seen it. I've seen cars advertised as CSEs that were CS. And even if it was a CSE, how do you know it hasn't been modified in the past 15 years? I've seen some very strange things done to cars. Add in that people have been known to like (shocking!), and the only thing you can trust is what you can see or feel (taste, not so good with a car; smell, very good).
Open the hood and look. If you see a turbo, that is a good start. Then drive the car. It should drive right.
I drove a CSE (full turbo) where the owner had disconnected the BPC such that it was the driving equivalent of a LPT CS. It felt wrong. Now, why did they do it? Lots of good reasons, and possible a few more bad ones. I ran from that car.
