Check the anti-frost switch. That is inline to the circuit that operates the compressor relay. The switch is on top of the evaporator and has a tube that runs down into the coils. If the evaporator is actually freezing up and system is not low on refrigerant, it could be a bad expansion valve. Excessive pressure on the high side can be from a clog as you mention. Did they replace the receiver/dryer when they did the lines? Moisture in the lines can cause a clog (ice) that appears, then disappears when the system heats back up.
The A/C system has a limited number of parts, and a competent shop should be able to run down this problem.
