First off, I replaced only the shock and not the assembly. Either way the shock has to be compressed to get the belt on and off. You do this in the car with the tensioner assy in place. I replaced just the shock since the rest of the tensioner look good last winter.
Replacing just the shock does not require removing the tensioner pulley or assembly.
The shock can be compressed with a long handled wrench applied to the left handed thread of the tensioner pulley bolt head. I have a home made shock compression tool. Its made from a piece of all thread rod with a bolt welded at a right angle on one end. A sleeve with a bolt at right angle slides over the rod. The bolts fit in the tensioner notches and a nut moves the sleeve down the rod.
Regardless how the shock is compressed the shock has to be compressed while the belt is removed or installed, and released to remove it from the tensioner assy.
