TCS works by using ABS sensors to detect wheel slip, and in automatics, uses the throttle to reduce power. In manuals, throttle and brake are used.
Do a search for "safety valve" in the archives for more detailed descriptions of how to (try to) isolate the safety valve as the issue. In my experience if the car runs like crap or refuses to run at idle, it's a safety valve issue. If the car goes into LHM after you start moving, then it's generally not the safety valve.
Even though you've got a new-style safety valve, it's always possible it's fairly old, or that it has simply failed.
Generalities always have exceptions of course.
Where are you located? If you're anywhere in the New Haven, CT vicinity I could scan your car with the official Saab diagnostic tool and we can pinpoint the problem fairly quickly that way. But try the safety valve swap first and see how that does you.
