I saw that the 3M adhesive applied only to the hard board part was not going to stick very well, so I gave the fabric a light dusting of the adhesive as well. Unfortunately, it was so long ago that I barely remember what I did.
I think the trick that made it work was:
First I sprayed the rear section of the interior side of the board. I started with a roll of the fabric, sprayed about a foot-long section of that, applied it to the board; then I sprayed another section of the roll of fabric (on the back side), let it get tacky, applied, etc. until I worked my way up the entire board.
As I recall, I also ran out of adhesive part of the way through the job since I was using more than the recommended amount (2 cans?). I do remember the noxious glue fumes that took some time to dissipate ........
