John, I installed Xtravisions last July. 13+ months and 14K miles later they're still good. The Xtravisions also have overdriven filaments, and part of my success is due to my pulling the #31 fuse for daytime running lights. My headlights are operated manually, and I burn them only when I need them. Manual headlight operation is less inconvenient than frequent bulb changes, and certainly less costly. Besides, I prefer being in control of my headlights.
As for the heat issue, the Ultravision/Xtravision wattage is nominally the same as for standard halogens. Heat is a function of wattage, (3.41 BTU per watt per hour) and the extra lumens produce no additional heat.
I have no problem seeing in the rain, but I think my night vision is above average. Colors won't look the same as they did with Ultravisions, and you will see about as far with the Xtravisions. The math ($49 vs. $22 /pr as you noted) makes the decision easy.
Don't pull fuse #31 if you have safety concerns or if you like the convenience of always on headlights.
