Short checklist, probably not complete:
1. Got premium gasoline? Lower grades can cause knock. The ECU senses knock and reduces the boost. Aeros especially need premium.
2. Got NGK BCPR7ES spark plugs? Have they been in use less than 15,000 miles? These engines are hard on plugs, but plugs are relatively cheap. Accept NO substitutes for the NGK BCPR7ES. The ECU uses them as sensors, and other brands don't work.
3. Got a 0.9 mm spark plug gap? That's about 0.035" or 0.036". This gap makes it easier for the spark to make the jump under boost.
4. Got good vacuum hoses? Are they all connected? What about the vacuum connection at the charcoal canister? I suspect your vacuum is okay because you didn't report rough idling.
5. PCV valve should let air move only in the direction of the intake manifold.
6. Can you blow or suck air through the vacuum connection of the hooter valve? If you can move air, then it's time to replace the valve.
7. Automatic transmission or manual? If manual, then it should boost into the red. If automatic, then you have the same turbo as a CSE and your boost is limited to 10~11 psi (manual boosts to about 15 psi). If automatic, then you may want a ECU upgrade to get more boost.

Since you're already boosting above base boost, my guess items 1-3 above will make your ECU happy enough to boost into the red, assuming your transmission is manual.
