If your car won't start, the first thing to check is Ari's no-start guide. Do a search for it and figure out why your car won't start.
I have a 97 CSE and I just put my engine back in, so my mind is fresh on the vacuum hoses. I'm not sure what pump you're talking about. Someone else will have to ring in on that one.
The big hose that come off the rear of your valve cover on the passenger side wraps around the back of the engine and should go to a plug on the intake side of your air-intake tube. The small hose that comes off the same fitting should go into a 1-way valve that heads down to your intake.
I'm not sure what third hose you're talking about. On my 97, it only has 2 hoses that come out of the valve cover.
