Just went through this. Its the accelerator cable rusting in the cable housing. Qhick fix is a can of WD40 with a tube attachment. Under the hood, using electical tape, tape the tube so it points at the opening of the cable housing, where the cable enters the housing. Use lots of tape to seal it as good as possible. At the same time you spray, have someone actute the accelerator pedal. It should free right up.
