Glenn, sometimes you have too much slack on the exhaust side of chain path. Line up the crank on the mark, and then turn the intake cam until all of the slack is removed. Quite often the intake cam mark is slightly behind, that is towards the firewall, when the exhaust mark is right on. There should be 15 rollers between the tooth with the mark on the exhaust cam gear and the tooth with the mark on the intake gear. See the picture posed by Yaofeng for a better explanation.
