The windshield rust may or may not be a biggie. If it's just in a spot or two on each side it's likely due to a truly inept windshield replacement. If it is not leaking then you can probably live with it. I have a '95 CS (daughter's car) with 165K on it that has rust in one spot on the driver's side. It doesn't leak and seems to be doing fine. The previous owner had the windshield done and the paint was cracked then. Fixing it requires popping out the glass and doing the sanding, grinding, filling and installing new glass. Not worth it unless there's a real issue, IMHO.
So as others suggest check other places for rust, the strut towers: look both from underneath and on top, and the rear shock mounts both inside and outside. Also look around the fender lips, which are under the fender lip moldings.
Then there's mechanical stuff--lots of info on that here. At 174K a lot of things have been done, but could be coming due again. If you have a good Saab tech who can go over the car before you buy it, it's worth the money to have him take a look. And get some idea of the cost of any needed repairs. These cars are pretty easy to work on, and most parts aren't hugely expensive, but if you're paying someone to maintain an older 9K it can get pricey. I have the '95 and a '96 and they are very reasonable to own, but I DIY about 85% of the work.
