Does fuel pump cycle or run constantly?

I am having a fuel pressure issue: when down to 1/4 tank, my car sometimes sputters and acts like to is going to run out of gas. I suspect fuel return line repair where the indy patched-in a piece of fuel hose with hose clamps after breaking one of the connector valves. I have also noticed a flexible hose up at the fuel rail where it used to feel more rigid when pressurized. I think I have a constant cycle of fuel running through the loop at just adequate pressure until the tank gets near empty and then the pump cannot suffeciantly keep the empty volume at pressure.
Is system is correct on a 9000 I wonder if the pump actually turns off until more pressure is needed or if all 9000 pumps run all of the time?
Am I shortening the life of my fuel pump running it in this way?
I will be pulling up the floor and accessing the fuel hatch tomorrow to look at the connections and check for pressure leaks but would appreciate any suggestions from you all.
